In 1918 the world also dealt with a pandemic. It was called Spanish Flu. President Wilson ordered a new and novel concept called Social Distancing. Like now, people reacted with different measures of urgency and belief.
St. Louis and Philadelphia reacted differently. St. Louis internalized the directives immediately and shut down everything. Philadelphia waited five days to follow suit. Illness and death was markedly higher in Philly, once you normalize the data for other factors.
