An Impressive Level of Sneakiness

I decided to tackle the pile of stuff that I keep shoving out of my way. One of them was an Annual Report Instruction Form. It's very official looking, enough that I hung onto it.
Picking it up and skimming it caused me a quick moment of panic. The first part was all about the horrible things that would happen to me and my company if I fail to file my annual report.
Then it said that I had to respond by Jan 31, 2020
WHAT - I know that my annual report is due on April 15th so what's this horrible noise?
A bit of sniffing, mostly reading the fine print and it turns out - They've culled the names and addresses of new businesses registered with the secretary of state, all publicly available. This is the one for NC: https://www.sosnc.gov/search/i
Then they sent out a mailer to flood everyone with these very official looking letters.
It is legit? Could be, I have no reason to think that they won't actually file these annual reports but for the fee of exactly $90 over the $202 it costs to file it yourself, online, takes maybe 2 minutes to do. This form is harder than the actual filing.
I may lack the killer instinct to get rich.
