Is it too late for me?

First of all, let me say that I love Sparkpeople, the site and my friends on here. Secondly, let me apologizing for not being here for the last 3 months or so. When volleyball season came around, I was at practice for 2 hours a day. I was losing weight, toned, and pretty much eating whatever I wanted. I was very busy and didn't make time for Spark, not even to log nutrition and fitness. Well, volleyball has been over since March. I'm still (was) eating whatever I want, but not getting the 2 hour a day workout. In fact, I'm so tired I can't get my butt out of be in the morning. I know that it a direct connection with the food. You've got to fuel your body correctly. So, as my status says, I'm getting back on track. I have a plan and now I'm getting ready to put it into place.
So here is what I really want to know. Is it too late for me to have toned arms? I have always been very muscular in my legs and elsewhere, but not my arms. My arms are weak. I would love to have toned arms and at the very least NOT have the grandma wave. You know what that is? That's when you wave and when you stop, your tricep is still waving for a coupld of seconds afterwards. My 10 year old son will squeeze my arm and say "squishy, squishy"!, and then just laughs. He's not trying to be mean, he thinks it's great.
Anyway, I've gone from being 125(right after high school) to 183 (after 2 babies and being very sedentary) to 150 (current weight) and very active. Before I gained all my weight, I was very active. I just want to "fix" my arms. That is how I feel. They need to be fixed. I will be 41 this summer. Is it too late for me? Can anyone help me? I don't expect Xena or anything...just not grandma arms.
